  • Overview

    Administer Company and Purchasing policies and supervise procurement of all material and services at most advantages price with required quality at required time.

     

    Will require frequent contact with suppliers, principally their management.  Some travel will be required in support of supplier activities.  Will have contact with customers in coordination meetings and other problem areas.

     

    Responsibilities

    • Perform the Purchasing function for significant assigned commodities within the supply chain function.
    • Administer Company and Purchasing policies and ensure procurement of material and services at most advantageous price with required quality at required time.
    • Coordinate pre and post-contract requirements in accordance with customer and Elliott specifications. The general function of the job includes: utilizing existing and new computer-assisted systems, establishing schedule priorities, evaluating shop loads, maintaining the optimum level of inventory to satisfy customer requirements, and taking necessary actions to prevent/resolve overload conditions and delays in the manufacturing process.
    • Serve as the commodity manager for designated commodities and will work the Manager to develop sourcing plans and strategies. Will develop and maintain supplier relationships as necessary.
    • Ensure compliance with the Department Operations Manual in support of Elliott Quality and ISO.
    • Directs activities related to the on-time delivery of quality materials at optimum price.
    • Develops procedures, monitors, controls, and improves supplier activities in the areas of delivery, quality, and cost.
    • Assures that purchases are in accordance with Company policy.
    • Develops and administers Cost Improvement Program within commodity group.
    • Administers budget within section.
    • Evaluates recommendations of buying personnel in regard to new sources of material supply in line with departmental objectives.
    • Supervises the negotiations or assists in the negotiation of price, quality, and delivery on a fair and reasonable basis.
    • Assists in the planning, implementation, and administration of automatic systems within the department.
    • Administers established Company and department programs within sections.
    • Operates within the Union contract and maintains good employee relations.
    • Visits supplier plants as necessary.
    • Attends seminars and training sessions as required.
    • Prepares reports as required.
    • Uses good value concepts and works with all departments to obtain maximum benefits.
    • Practices principles of ethical purchasing.
    • Approves price change forms and invoices in accordance with Purchasing policy.
    • Works in accordance with plant rules.
    • Works in a safe manner.
    • Interviews supplier representatives as necessary.

    Qualifications

    • Minimum of a Bachelor degree with at least 8 years’ Buying experience.
    • Must have an excellent general background in all phases of planning and purchasing as well as commodity management and strategic sourcing.
    • Experience in a heavy manufacturing environment with strengths in production and inventory control, capacity and materials requirements planning, and production activity control is preferred.
    • Knowledge of mechanical and geometric drawings, along with an ability to estimate material needs and shop labor hours, is preferred.
    • Successful Senior Buyers possess a background in team-oriented environments, a positive attitude, an ability to change, a demonstrated ability to make decisions and a positive perspective regarding the work environment.
    • Excellent communication skills, along with the ability to influence other departments and disciplines to work together to meet the needs of the customer.
